EU Lawmaker Urges Renewed Dialogue to Secure Wider Recognition of Kosovo

European Parliament rapporteur for Kosovo, Riho Terras, said on Saturday that it is “not acceptable” that some countries still do not recognize Kosovo, 25 years after the end of the conflict.

Speaking to Klan Kosova, the Estonian MEP said he is considering initiating dialogue with non-recognizing states, alongside his colleague Tonino Picula, who reports on Serbia.

“This is an area where I believe the European Commission and [Estonian Prime Minister] Kaja Kallas should also be more engaged,” Terras said. “Together with Picula and perhaps other colleagues, we are exploring ways to open dialogue with the countries that have yet to recognize Kosovo, and to identify paths toward recognition.”

Terras also commented on Kosovo’s internal political situation, describing the ongoing parliamentary stalemate as a positive sign of democratic engagement. However, he urged Prime Minister Albin Kurti and all political actors to prioritize compromise.

“My advice to Prime Minister Kurti and all parties is simple: the core of politics is negotiation and compromise. Democracy is the art of compromise,” Terras said. “To achieve long-term goals such as EU membership, Kosovo’s political forces must find common ground. This is something Estonia has experienced over the last 30 years. My advice is to remain calm, seek compromise, and move forward toward the European Union, where the people of Kosovo want to belong.”

Terras reiterated his support for Kosovo, stating: “I support Kosovo because I report on Kosovo.”
