Montenegrin police have filed a criminal complaint against former human rights official Mirjana Pajković, deepening a political scandal sparked by leaked explicit material and mutual accusations with former presidential adviser Dejan Vukšić.

Pajković, who until recently served as director general of the Directorate for the Promotion and Protection of Human Rights and Freedoms in the Ministry of Human and Minority Rights, and Vukšić, a one-time director of the National Security Agency and presidential security adviser, both resigned from government roles following the emergence of intimate videos and extensive media coverage.

Police in Podgorica said they acted on a complaint filed by Vukšić in March last year alleging Pajković unlawfully took his mobile phone in October 2024 and used it to send offensive photographs and messages to third parties, creating the impression they came from him. Authorities said Pajković was charged with coercion and damaging his reputation and privacy.

Vukšić’s statement, shared with local media, said he first became aware of the contested explicit material only after it began circulating online and denied involvement in its distribution. He has also filed his own criminal complaints against Pajković, accusing her of attempts to exert pressure related to a judicial appointment.

Pajković has denied the charges and framed the controversy as part of a broader campaign of intimidation and abuse of power. She has publicly alleged that Vukšić threatened to expose intimate material to derail her career and has said she warned President Jakov Milatović about the threats without receiving help, posting exchanges on social media.

Her legal filings include multiple complaints linked to the unauthorised distribution of explicit content. Montenegro’s legal framework treats the non-consensual sharing of such material — sometimes referred to as “revenge pornography” — as a criminal offense.

Prosecutors have opened separate investigations into potential offenses including endangering security, blackmail, false representation, and abuse of office, as part of the ongoing probe. Neither the President’s Office nor Montenegro’s Prosecutor’s Office immediately commented.
