The Western Balkans is at a historic turning point with a unique opportunity to join the European Union, Montenegro’s President Jakov Milatović said on Monday, urging regional leaders to prioritize diplomacy over conflict.

Speaking at the plenary session of the NATO Parliamentary Assembly in Dayton, Milatović said diplomacy must not remain a last resort after the futility of war becomes evident, but rather “the primary tool for resolving disputes – especially when differences seem irreconcilable.”

Reflecting on the 30th anniversary of the Dayton Peace Agreement that ended the war in Bosnia and Herzegovina, Milatović said peace could have been achieved earlier if political leaders in 1992 had demonstrated wisdom and responsibility.

“If peace in Bosnia was possible in 1995, I firmly believe it was also possible in 1992 – had there been enough foresight and courage,” he said.

He expressed optimism that today’s Balkan leaders, shaped by the painful lessons of the past, are approaching unresolved issues with democratic maturity and a firm commitment to peaceful resolution.

Milatović called for a renewed appreciation of the Dayton Agreement – not only as the foundation of peace in Bosnia and Herzegovina, but as a critical turning point for broader regional stability.

Addressing global challenges, he warned that Russia’s aggression against Ukraine is a stark reminder of the fragility of the international order.

“Establishing a lasting and just peace in Ukraine is not only a strategic necessity, but a moral obligation,” he said, voicing strong support for all efforts aimed at achieving such a peace.

Milatović underlined NATO’s role as a cornerstone of peace and security, describing the alliance as a defensive architecture built on shared values of democracy, rule of law and human rights.

“In light of the shifting global security landscape, it is essential that we continue strengthening our unity within the Alliance – enhancing its operational readiness and ensuring preparedness for increasingly complex challenges,” he said.

Montenegro’s accession to NATO in 2017, he noted, was a key decision that enhanced the region’s security and stability.

“We remain firmly committed to strengthening our defence capabilities through increased investment and modernisation of our armed forces. This not only bolsters our credibility within NATO, but directly invests in our own safety and future,” he said.

Milatović concluded by calling for unity and dialogue to ensure a peaceful and prosperous future for the region.

“The Western Balkans stands at a historic crossroads, with a unique chance to join the community of progressive European democracies. Montenegro aims to lead by example – paving the way for the region as a responsible neighbour. Only through unity can we build a promising tomorrow for all,” he said.
