Kosovo, Albania, and Croatia have signed a Trilateral Declaration establishing a military alliance aimed at strengthening defense capabilities, enhancing cooperation in the defense industry, and improving military interoperability through joint training and exercises, KosovaPress reported on Tuesday.

The agreement was signed in Albania, where Albanian Defense Minister Pirro Vengu hosted his counterparts from Kosovo, Ejup Maqedonci, and Croatia, Ivan Anušić, with high military honors.

Kosovo’s Defense Minister Maqedonci said the cooperation is not intended as a threat but serves as a message to those who seek to undermine regional stability.

“The aim of this cooperation is not to threaten anyone, but it is a message to those who aim to threaten the security, peace, and stability of the Western Balkans, as well as our countries. Our three nations, which share common values and interests, stand united to confront any threats seeking to destabilize the region,” Maqedonci said.

Albania’s Vengu described the pact as a significant step toward strengthening regional security and enhancing the countries’ ability to tackle common risks and challenges.

“The Declaration translates not only political will but also several shared priorities. Primarily, it highlights the importance we place on reviving our military industry and deepening cooperation in this pillar of national security. The second point focuses on cooperation between our armed forces in training and capacity building,” Vengu said.

Croatia’s Anušić called the agreement a reflection of the close alliance between the three nations, bound by history, sacrifices for freedom, and a shared vision for a secure future.

“This cooperation will focus particularly on supporting the development of the defense industry and fulfilling the agreements we’ve signed so far. We aim to strengthen these commitments and share Croatia’s experience as a NATO and EU member,” Anušić said.

The military alliance marks a new chapter in defense cooperation among the three countries, seeking to enhance regional stability and resilience in the face of emerging security challenges.
