Montenegro Scandal: Ex-Official Accused of Threatening Security Chief Amid Constitutional Court Race

Montenegro police have filed a criminal complaint against Mirjana Pajković, a former senior official at the Ministry of Human and Minority Rights, on suspicion of coercion involving Dejan Vukšić, the former director of the National Security Agency (ANB), authorities said Sunday.

Police said the complaint was filed following an investigation ordered by a state prosecutor in Podgorica, based on a report submitted by Vukšić in late March 2025.

According to a police statement, Pajković is suspected of taking Vukšić’s mobile phone without his consent on Oct. 10, 2024, and using it to send offensive messages and images to people known to him, creating the false impression that the messages were sent by Vukšić himself. Police said the actions damaged his reputation and violated his privacy.

Investigators said that following the incident, Vukšić contacted Pajković by phone and used insulting language, which Pajković allegedly secretly recorded. Police said she later sent the audio recording to Vukšić on March 20, 2025, via the Signal messaging application, accompanied by threatening messages and an explicit demand that he withdraw his candidacy for a position as a judge at Montenegro’s Constitutional Court.

“These actions caused a sense of fear and pressure on the injured party,” police said, adding that the suspected offence was classified as coercion under Montenegrin law.

Pajković recently resigned from her post as head of a directorate within the Ministry of Human and Minority Rights. Vukšić had earlier stepped down as ANB director and as a security adviser to President Jakov Milatović amid the controversy.

Pajković has publicly denied wrongdoing and has filed multiple criminal complaints of her own against Vukšić, alleging threats and abuse. Speaking to regional media, she said she feared for her safety and accused unnamed actors of attempting to discredit her and undermine the government.

The Basic State Prosecutor’s Office in Podgorica said the investigation is ongoing. Neither Pajković nor Vukšić could be immediately reached for comment.
