PIC: Bosnia’s Sovereignty Undisputed, Entities Have No Right to Secede

Members of the Peace Implementation Council (PIC) Steering Board reaffirmed their unwavering support for the sovereignty, territorial integrity, and constitutional order of Bosnia and Herzegovina (BiH), following a two-day meeting in Sarajevo.

In a joint statement, PIC members stressed that sovereignty resides solely with BiH as a single state. They emphasized that the country’s two entities, the Federation of BiH and Republika Srpska (RS), have no right to secede and exist only under the BiH Constitution.

The statement condemned continued attacks by RS authorities on BiH’s constitutional order, institutional functionality, and civil liberties. PIC members also rejected the RS government’s draft constitution, calling it inconsistent with the Dayton Peace Agreement.

The High Representative remains the final authority on civilian aspects of the Dayton Agreement, the Council reiterated. It reminded all parties that decisions of the Constitutional Court of BiH are final and binding and must be implemented.

PIC members expressed strong support for the independence and mandate of the BiH Central Bank and called for the urgent adoption of the 2025 state budget, including provisions for the 2026 general elections.

They also condemned inflammatory rhetoric by RS President Milorad Dodik targeting the Bosniak community and called for investigations into recent attacks on opposition politicians.

Recalling the 30th anniversary of the Dayton Accords, the PIC urged political actors in BiH to maintain a constructive dialogue and focus on EU integration. The next regular PIC meeting is scheduled for December 2–3, 2025.
