The body that has supervised Dayton since 1995 deadlocked on a successor just as voters go to the polls.

SARAJEVO (BV) — High Representative Christian Schmidt announced his resignation in April. The Peace Implementation Council failed to agree a successor: Italy and the United States backed one diplomat, France, Germany and Britain another. General elections are set for 4 October. Ethnic polarisation is expected to dominate the campaign. 

Separately, the Financial Action Task Force placed Bosnia on its “grey list” of jurisdictions under increased monitoring for money-laundering and terrorist-financing gaps. The combination of a vacant international overseer, upcoming elections and a financial-watchlist designation leaves the country’s EU path and post-Dayton architecture under strain.
