Rama meets Kushner in Paris as West moves toward binding security guarantees for Ukraine

Albanian Prime Minister Edi Rama met Jared Kushner, son-in-law and former senior adviser to former U.S. President Donald Trump, in Paris on Tuesday on the sidelines of an international summit on Ukraine, as Western allies edged closer to offering Kyiv binding security guarantees.

Rama’s meeting with Kushner took place amid intensified diplomatic efforts among Ukraine’s partners to shape a post-war security framework, including commitments that could involve military engagement following a potential ceasefire, according to officials and summit statements.

The Paris talks brought together leaders from Europe and beyond, who pledged political and legal assurances aimed at ensuring Ukraine would not be left alone in the event of renewed Russian aggression. A joint declaration said the guarantees could include the use of military capabilities and would be backed by long-term support.

German Chancellor Friedrich Merz said Berlin was prepared to contribute politically, financially and militarily, including the possible deployment of forces in NATO countries neighbouring Ukraine after a ceasefire, though details would require parliamentary approval.

Spanish Prime Minister Pedro Sánchez also raised, for the first time at the Paris summit, the possibility of sending troops as part of future security arrangements.

U.S. officials said Washington would support the coalition and play a key role in monitoring any peace agreement. Ukrainian President Volodymyr Zelenskiy said the commitments went beyond rhetoric, pointing to a joint declaration by coalition members and a separate trilateral statement by France, Britain and Ukraine.

Several countries, including Germany, will still need parliamentary approval before implementing the proposed guarantees.
