North Macedonia’s Bureau of Public Procurement will launch an upgraded version of the Electronic Public Procurement System (EPPS) on April 1, 2025, introducing new functionalities and advanced tools to streamline operations for both contracting authorities and suppliers.

“This is a significant reform that will improve the public procurement process, increase transparency and efficiency, and standardize documentation, enabling more companies to participate and enhancing competition,” Finance Minister Gordana Dimitrieska-Kocoska said. “The new version incorporates innovative technologies that generate advanced data analytics, ensuring greater accountability in public spending.”

The new tools align with European Commission standards and regulations and mark a step toward establishing EPPS as an official e-Sender for the EU’s Tenders Electronic Daily (TED) platform. The system will introduce automated tender documentation creation, improving document quality, reducing errors, and minimizing procurement process cancellations. The reforms are also expected to shorten participation timelines and enhance security and integrity in bid preparation.

A structured financial offer tool will boost transparency and facilitate price tracking, allowing for better monitoring and analysis of bid prices and contract values. The system will enable price comparisons for identical procurement items across institutions and previous years, providing insights into market trends and procurement dynamics.

Beyond these enhancements, the upgrade lays the groundwork for broader public sector reforms, such as integrating a unified e-invoice system for public procurement in collaboration with the Public Revenue Office.

The Bureau of Public Procurement, led by Director Mare Bogojeva Mitsovska, remains committed to continuous system improvements, reinforcing integrity and trust in public procurement through innovative digital tools and enhanced regulatory measures.
