Montenegro: University Professors and Doctors Top Public Salary Rankings in June

A teaching associate at the Faculty of Economics received the highest net public sector salary in Montenegro in June, earning €4,490, according to figures released by the Ministry of Finance.

The ministry published a list of the 1,000 highest net salaries paid from the state budget in June 2025, highlighting that top earners include university professors, medical specialists, judges, prosecutors, senior police officials, and public broadcasters.

A specialist anesthesiologist at the Berane Clinical Hospital was the second-highest earner with €4,459, followed by the head of a department at Kotor Clinical Hospital with €4,382. A dean at the Faculty of Sports and Physical Education earned €4,307.

The list also includes Assembly Speaker Andrija Mandić, who earned €2,860, and three parliamentary vice presidents – Nikola Camaj (€2,690), Mirsad Nurković (€2,565), and Zdenka Popović (€2,338). Another vice president, Boris Pejović, was not included in the top 1,000, with a June salary of €2,291.

Notable academic earners included another teaching associate at the Faculty of Economics (€4,273) and a full professor at the Faculty of Electrical Engineering (€4,164). A radiology specialist at the Bijelo Polje General Hospital earned €4,128, while the head of the Basic State Prosecutor’s Office in Rožaje, Aldin Kalač, received €4,083.

The head of Berane Clinical Hospital, Milorad Magdelinić, was paid €4,073, while Law Faculty Dean Vladimir Savković received €3,991. Chief State Prosecutor Milorad Marković ranked 11th with a salary of €3,985.

Several other high earners were doctors at Berane Hospital, including a gastroenterology subspecialist (€3,967), head of radiology (€3,923), and other medical specialists.

Also on the list were prosecutors, police inspectors, and top judicial officials, including Constitutional Court President Snežana Armenko (€3,187), and Supreme Court President Valentina Pavličić (€3,396). RTCG Director General Boris Raonić earned €3,493.

Salaries near €3,000 were noted among members of the Interior Ministry’s air and helicopter unit, while acting police chief Lazar Šćepanović earned €2,763 in June.

The Ministry of Finance clarified that the list excludes compensation for staff in diplomatic missions and international defense deployments. University salaries often include supplements for scientific research, reviews, editorial duties, and mentoring.
