Montenegro Closes EU Negotiation Chapter 21, Signaling Progress Toward Membership

Montenegro has temporarily closed Chapter 21 in its European Union accession negotiations, a move officials say underscores the country’s steady progress toward EU membership.

Boban Stanišić, Secretary General of the Montenegrin Parliament, described the development as a “significant signal” of the country’s commitment to reforms and alignment with EU legislation.

“The Parliament of Montenegro and its administration will continue to provide strong support for reform processes, particularly in improving the legislative and strategic framework for trans-European networks, aiming for full compliance with EU acquis upon accession,” Stanišić said.

He emphasized that the closure of Chapter 21 is more than a formal procedural step. It demonstrates the capacity of Montenegrin institutions to collaboratively address the complex challenges of European integration, in which the Parliament plays a central role.

“Results like these show that with a clear vision and inter-institutional cooperation, Montenegro can achieve significant progress toward full EU membership,” he added.

Chapter 21 covers trans-European transport and energy networks. According to Stanišić, key legislative measures are planned in 2026 under Montenegro’s EU accession program, including updates to laws on roads, railways, rail safety and interoperability, road traffic safety, and electronic communications.

The EU has repeatedly highlighted Montenegro as a leader in the accession process, with officials noting that continued reforms and adherence to EU standards are essential in the current geopolitical context.

Stanišić concluded that Montenegro remains committed to intensive reforms in the post-monitoring phase to ensure full readiness for EU membership.
