Kosovo opposition walks out of parliament session amid dispute over war resolution

Lawmakers from the Democratic Party of Kosovo (PDK) walked out of a parliamentary session on Thursday after their proposed resolution on protecting war victims and historical truth was not placed first on the agenda.

The decision followed unsuccessful consultations between parliamentary Speaker Albulena Haxhiu and party group leaders.

“The consultation was unsuccessful. I proposed that parliamentary groups review the draft, but Vlora Çitaku insisted it be addressed immediately,” Haxhiu said.

Çitaku said PDK would withdraw and leave the session if the resolution was not prioritised. “This is not the first time the agenda has been changed during a session,” she said before the walkout.

Separately, Arbërie Nagavci, head of the ruling Vetëvendosje parliamentary group, said lawmakers should focus on delivering results. “Citizens do not expect excuses, but results. They expect the assembly to be decision-making and serve the public interest,” she said.

The parliamentary tensions come amid broader public debate over the presentation of war crimes data. Two organisations, Admovere and Integra, apologised after criticism over figures displayed in an exhibition titled “Massacres in Kosovo 1998–1999,” opened on March 24 in Pristina.

Survivor Enver Dugolli disputed data related to the Dubrava prison massacre presented at the exhibition, questioning figures on civilian and armed victims.

In a separate development, the Democratic League of Kosovo (LDK) called for an independent investigation into electricity billing, alleging widespread inaccuracies in household meters.

LDK parliamentary group head Jehona Lushaku-Sadriu said many citizens may have paid incorrect bills for months or years and called for the resignation of the Energy Regulatory Office board, suspension of any price hikes, and compensation for consumers.

Electricity distributor KEDS said it is addressing meter discrepancies as a priority and pledged full compensation for affected customers.

Authorities said a special commission has begun verifying complaints, with initial results expected soon.
