EU’s Top Diplomat Kaja Kallas Visits Western Balkans, Urges Renewed Commitment to Dialogue

The European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, is visiting Serbia, Kosovo, and North Macedonia this week to discuss the region’s path toward EU integration, with a focus on reviving dialogue between Belgrade and Pristina.

“Now is the time to re-engage,” Kallas wrote on social media platform X, adding that talks with governments and civil society will focus on the countries’ respective EU accession processes.

Kallas began her regional tour on May 21 in Belgrade, where she met with Serbian President Aleksandar Vučić. The Serbian leader described his country as a “reliable partner for all those who sincerely seek cooperation, progress, and a shared European future.”

In a post on Instagram, Vučić said discussions with Kallas covered key geopolitical issues, regional security, Serbia’s EU path, and ongoing dialogue with Kosovo. He reiterated Serbia’s commitment to “constructive dialogue under EU mediation” and emphasized the protection of Kosovo Serbs as a top priority.

Vučić also stressed that the creation of the Association of Serb-majority Municipalities in Kosovo is not only an agreed obligation but a precondition for further progress in normalization efforts.

In Belgrade, Kallas is scheduled to meet Serbian Prime Minister Djuro Macut, Foreign Minister Marko Djurić, Minister for European Integration Nemanja Starović, National Assembly President Ana Brnabić, and representatives of opposition parliamentary groups. She is expected to hold a press conference on Thursday.

Later on Thursday, Kallas will travel to Pristina, where she is set to meet with political leaders and representatives of civil society organizations. The EU has confirmed that she will hold a press conference in the afternoon prior to those meetings.

Kallas’s visit comes amid growing calls from Kosovo’s leadership for the EU to lift measures imposed on the country. Kosovo officials have urged that sanctions be removed before resuming EU-facilitated dialogue with Serbia.

The EU, however, continues to push for de-escalation in northern Kosovo, where authorities have been dismantling parallel Serbian institutions — a move that has drawn concern from Brussels.

While in Pristina, Kallas is also expected to visit the EU’s Rule of Law Mission (EULEX) and meet with the commander of NATO’s peacekeeping force in Kosovo (KFOR), Enrico Barduani.
