President Joseph R. Biden Jr. has signed an executive order aimed at reinforcing U.S. measures to address ongoing challenges in the Western Balkans, including threats to sovereignty, democratic processes, and regional stability. According to the White House announcement, this move underscores the U.S. commitment to supporting peace, security, and governance in a region still grappling with post-conflict tensions and systemic corruption.
The order amends Executive Order 14033, significantly expanding the scope of U.S. sanctions. It targets individuals and entities whose actions threaten the peace, stability, or territorial integrity of the Western Balkans.
The executive order mandates the freezing of U.S.-based assets belonging to individuals or entities determined to undermine peace agreements or democratic institutions; engage in corruption or human rights abuses; violate regional agreements such as the Prespa Agreement (2018), the Ohrid Framework Agreement (2001), and the Dayton Accords and provide material support to sanctioned individuals or entities.
Leaders and officials implicated in corruption or obstructing governance reforms may face sanctions. Family members, including spouses and adult children of sanctioned individuals, may also be penalized under specific conditions.
The sanctions aim to curb actions that destabilize efforts for peace, including violations of frameworks established by United Nations Security Council Resolution 1244 and the International Criminal Tribunal for the former Yugoslavia.
President Biden emphasized that these measures align with ongoing U.S. efforts to counter corruption and safeguard democratic governance in the region. The order builds upon the national emergency declared in 2001 and expanded through subsequent directives, reflecting the persistent need to address challenges in the Western Balkans.
