Balkan Passport Rankings: Croatia Leads, Montenegro Improves in 2025 Visa Guide Index

The 2025 Visa Guide Passport Index reveals the relative strength of Balkan passports, with Croatia leading the region, ranked 18th globally. Following Croatia, Greece, Slovenia, and Bulgaria also have strong passports, with Montenegro sitting in seventh place within the region.

In the broader Balkan context, Serbia ranks just below Montenegro, at 67th globally, while North Macedonia, Bosnia and Herzegovina, Albania, and Kosovo have lower rankings in the region. Montenegro’s position has improved slightly on the global scale, climbing to 40th in the 2025 Henley Passport Index, reflecting progress in visa-free access for its citizens.

For the region, the indices show a clear disparity in passport strength, with Western Balkans countries like Croatia and Slovenia enjoying significantly better mobility than their neighbors. This highlights ongoing disparities in political and economic integration within the Balkans.
