Kosovo Parliament Fails to Convene Amid Continued Deadlock

Kosovo’s parliament failed once again to convene on Wednesday, marking the 51st unsuccessful attempt to constitute the new legislature following recent elections.

The session was halted shortly after it began when Ganimete Musliu, an MP from the Democratic Party of Kosovo (PDK), took the floor and called on presiding officer Avni Dehari to adhere to a Constitutional Court ruling.

Dehari responded by asking for her microphone to be cut off. Musliu then approached him directly, demanding to be allowed to speak. Dehari subsequently adjourned the session and scheduled the next meeting for July 25 at 11:00 a.m.

The Constitutional Court ruled on June 26 that the Assembly has 30 days to complete the constitutive process by electing a speaker and five deputy speakers. Only three days remain before the deadline expires.

Meanwhile, Kosovo President Vjosa Osmani on Monday asked the Constitutional Court for an interpretation of the legal consequences should the Assembly fail to meet the deadline.

Osmani described the move as a preventive measure aimed at ensuring the democratic functioning of state institutions. She said the current impasse was unprecedented and had created legal uncertainty due to a lack of political consensus.

She expressed hope the court would prioritize the matter and noted that no compromise appeared imminent. Her office also filed for a temporary injunction that would suspend the 30-day deadline, arguing it could prevent a prolonged institutional deadlock.
